PARISH COMMUNITY ASSOCIATION MODEL/ PROGRAM.

 

INTRODUCTION

The Office of the Prime Minister is implementing a new methodology of delivering development support to the community through the Parish Community Association (PCA) Model. The initiative aims at streamlining and improving sustainable service delivery to communities and civilian veterans within District region. The PCA model strives to coordinate internal affirmative action resources of the Office of the Prime Minister with other grants currently being managed by other MDAs like input distribution under NAADS/ OWC to create synergy that can spur communities into development

Objectives

The main objective of implementing the PCA model is to improve Government coordination efforts of its activities through:

  1. Provision of an effective delivery mechanism of affordable financial services to farmers and other small-scale enterprises among participating parishes.
  2. Providing a platform for collating government funding, initiatives and resources to community groups within a parish. By bringing together various MDAs in a parish; the PCA thus will be able to coordinate and understand which agency or entity is doing what in a particular area.
  3. Guiding of OWC and other MDAs on the development needs (inputs, credit facilities, value addition, etc.) in a particular parish.
  4.  Improving monitoring and supervision of government program in any particular parish.

Target Beneficiaries     

The principal target beneficiaries of the PCA models are farmer groups, SACCOs& VSLA, civilian veterans, youth, women, and other organized groups for production. Emphasis will be on organized groups to ensure that Government support to a particular Parish is harmonized and coordinated to create synergy for development. These groups will be village based while ensuring that members of a particular group are engaged in similar enterprise as a basis for coming together. Attention should be put to where the group is formed but members of the group may originate from different parishes.

Kamuli district is among the Districts in Uganda where piloting implementation of the parish community association (PCA) model is.

The program was started in the financial 2019/20 where the different parishes received funds as below

Achievements

  1. 37 parishes have received funds from the program in the district .
  2. The community groups have started benefiting from the fund in the different parishes due to the low interest rates
